14:25 Superintendent’s Report
In her Superintendent’s Report, Dr. Dana Monogue thanked staff, students, and community members for helping make Homecoming Week and the Middleton High School Athletics Hall of Fame Induction Ceremony a success. Homecoming brought together families, alumni, and the community to celebrate Cardinal pride through spirit activities, the parade, and the football game. The Hall of Fame ceremony, held for the second year, honored standout athletes, coaches, teams, and supporters who have contributed to Middleton High School’s tradition of athletic excellence.
16:33 Wisconsin Association of School Board (WASB)’s Efforts to Further School Funding
Board Member Bob Green, who also serves as the WASB Vice President and Director of Region 12, provided an update on the WASB’s advocacy work at the state and federal levels. He shared that the WASB delegation recently met with Wisconsin’s congressional representatives and senators in Washington, D.C., to emphasize the need for stronger investment in K-12 public education.
Their discussions highlighted priorities such as expanding mental health supports for students, protecting public school funding from being diverted to non-public options, increasing Title I and Title IV funding to address achievement gaps and student health needs, strengthening teacher and principal recruitment and retention, expanding broadband access and cybersecurity support for schools, enhancing child nutrition programs, and boosting IDEA funding to better serve students with disabilities. Green noted that these efforts are part of a broader push by WASB and the national Consortium of State School Boards Associations (COSSBA) coalition to advocate for local control, adequate funding, and policies that sustain strong public schools.
23:45 CIPA (Child Internet Protection Act) Compliance with our Current Internet Content Filter
Director of Technology Brian Miles presented the District’s annual CIPA update, which is required as part of the federal E-Rate program. Each year, the District is reimbursed through E-Rate for investments in technology infrastructure, broadband services, and maintenance. To remain eligible, the District must demonstrate how technology is used to protect students online.
Miles explained that MCPASD uses the Securly Internet Content Filter on all District-managed devices to block developmentally inappropriate content such as adult material, social media, gaming, gambling, and dating websites. Securly provides tiered access depending on student grade level or staff role and also offers a parent application that allows families to view student activity and manage devices outside of school hours. In addition to filtering, the District incorporates digital citizenship and internet safety instruction across grade levels to ensure students are equipped to use technology responsibly.
31:15 Artificial Intelligence Update
Assistant Superintendent Dr. Jan Chynoweth, Director of Technology Brian Miles, Director of Elementary Curriculum and Instruction Dr. MaryBeth Paulisse, and Director of Secondary Curriculum and Instruction Ken Metz shared the District’s strategic approach to implementing artificial intelligence (AI) in both educational and workplace settings.
They reported that since August 2024, MCPASD has been building guidelines and expectations for safe and effective AI use, guided by the District AI Team. After completing an AI readiness assessment in February 2025, the District has expanded professional learning opportunities, refreshed its AI Framework, and made enterprise-level AI tools such as Brisk, Gemini, and Notebook LM available to staff and, with careful safeguards, to high school students.
The District is also integrating AI topics into digital literacy instruction, ensuring younger students focus on digital citizenship while secondary students engage more deeply in critical evaluation and ethical use of AI. A dedicated AI website now serves as a central hub for the District’s resources, policies, and guidelines. They emphasized that equity and access remain central, with MCPASD committed to refining policies, strengthening ethical frameworks, and preparing students with the skills they need to thrive in an AI-driven future.
59:00 Enrollment Update
Assistant Superintendent Jerrud Rossing shared that enrollment for the 2025–2026 school year is off to a strong start. As of Sept. 19, total District enrollment is 7,260 students (4K–12), which is 103 more students than last year’s official count.

At the next Board meeting, the District will share the official enrollment numbers from the “third Friday count.” This statewide count, taken on the third Friday in September, is the enrollment number used for state reporting and funding. It provides the clearest and most accurate picture of how many students are in our schools and helps guide decisions for the year ahead.
1:03:15 Approval of Parochial School Boundaries
Each year the Board approves updated parochial and private school boundaries for transportation eligibility. The Board reviewed the updated Catholic school attendance areas and approved them as recommended by Administration.
1:06:06 Approval of Amended School Resource Office (SRO) Contract
The Board approved the amended 2025–2026 SRO contract with the City of Middleton Police Department. The updated agreement provides three SROs, with two assigned to Middleton High School and one serving Kromrey Middle School and its feeder elementary schools. In addition, Section 6 was revised to state that law enforcement will not share student records with a third party unless required or permitted by law.
