2:28 – 100 Black Men of Madison

Dr. Floyd Rose of 100 Black Men of Madison, a 30-year old organization that works with area youth in several capacities, presented to the Board, noting he wants to send a message that says, “We are stronger together.”stock market game

Dr. Floyd recognized Athletic Director Jamie Sims as a great athletic director and an amazing human being. In addition, Mr. Ernest Allen of 100 Black Men of Madison recognized a team of Middleton High School students who competed in the Stock Market Game organized by the Wells Fargo Junior Investment Program. The team competed against more than 100 teams during a 10-week program, earning first place for six weeks of the competition. Mr. Allen honored three Middleton High School students – Oubedatou Ezoula, Noah Duckett and Wyatt Earhardt – for their efforts on the team. challenge

Dr. Floyd also recognized Middleton High School student family and engagement specialists Aisha Myers and Laura Taveras-Genao for their support of the 2025 African American History Academic Challenge. Ms. Myers and Ms. Taveras-Geno recognized students for their participation in the challenge, which is an educational program designed to enhance appreciation of African American history and help students expand their knowledge via competitions. Three Middleton High School students – Oubedatou Ezoula, Sofia Ortiz-Lunyova and Jordan McGill – were recognized for winning the regional challenge in Verona, ahead of the national competition in New Orleans.


44:05 – Superintendent's Report

In her Superintendent’s Report, Dr. Dana Monogue began by thanking community members who attended the public forum on the state budget that was held at Middleton High School on May 7. She also thanked the many state legislators who participated in the panel discussion, alongside three area superintendents.

Dr. Monogue also congratulated four Middleton High School students who were named National Merit Scholarship Winners: Ray Feinberg, Akshay Manna, Abhi Mundas, and Raghvi Sethi.


45:45 – Middleton Meals Matter

Middleton High School students Nabil Siraj, Noah Duckett,Rohan Dileep and Grace Parker shared how their student-led organization Middleton Meals Matter addresses food insecurity and instills volunteerism in youth.

They said Middleton Meals Matter began supporting WayForward Resources after learning the organization was suffering a 30-year low in donations. They also support Cardinal’s Nest, the caring closet, at Middleton High School.

MMMMiddleton Meals Matter partners with local grocery stores to host food drives. This year, they have raised $20,000 and 40,000 pounds of food for WayForward Resources. They have expanded with two chapters at Madison Memorial and Madison West high schools as well as partnered with MCPASD elementary schools to host food drives.

Students encouraged Board members to spread the word about their organization to help them make an even bigger impact. They’re working to establish Middleton Meals Matter as a 501c3. To ensure the chapter’s sustainability, they’re interviewing student leaders for the next school year.


1:00:11 – Employee Handbook Updates

Dr. Barb Buffington shared an update on the annual review and revision of the Employee Handbook.

The Board approved the current version of the 2023-25 Employee Handbook on June 12, 2023. Following the District’s annual review process, the handbook committee members met to review implementation, provide input, and consider feedback from staff. Dr. Buffington summarized the review process and presented the recommended revisions for the 2025-26 school year.

She noted that multiple committees met between February and April 2025. During these meetings, the committees reviewed the results of a handbook implementation survey, which was completed by 183 staff members (145 certified and 38 support staff).

She shared key themes from the survey feedback:

  • General leave flexibility is appreciated but needs clearer guidelines

  • Catastrophic leave bank process needs more transparent communication

  • Professional time requirements need clarification

  • Leadership requested limits on consecutive leave days

In addition, Dr. Buffington explained the recommended changes, including:

  • Adding language addressing unpaid leave abuse

  • Limiting consecutive general leave days

  • Transferring health insurance language to main handbook

  • Updating support staff vacation progression

  • Adding three paid holidays for 10-month support staff

  • Adding specific language for special education teachers

  • Clarifying online teaching compensation

Also, Dr. Buffington said the Food and Nutrition Services staff will move to annualized pay, based on staff feedback; Transportation staff preferred to remain hourly.

The next step is for the Board to review the requested updates and vote at the Board’s May 19, 2025, meeting. Dr. Buffington thanked everyone who participated in the review process for their dedication and focus.


1:09: 43 – Open Enrollment Update

Assistant Superintendent Jerrud Rossing shared the open enrollment applications numbers. The deadline for filing open enrollment applications closed on April 30.

Mr. Rossing noted a change in policy; MCPASD used to automatically approve all open-enrollment requests for all siblings attending schools in the District. Now, MCPASD has made that a preference rather than an automatic approval.

The District will start sending notifications to families in the next few weeks regarding their open-enrollment status. Mr. Rossing noted that if the District has more applications than seats, the District uses a lottery system. The District currently has 191 students open enrolled, and 181 leaving the District.

Board member Bob Green noted the open enrollment process is an important part of the District’s budget process.


1:15:26 – Declaration of Interest for Board Leadership Positions

Board members declared their interest in the following leadership roles:

  • President: Bob Hesselbein, Tabitha Hansen

  • Vice President: Bob Greene, Catherine Kells

  • Secretary/Clerk: Marni Ginsberg

  • Treasurer: Jim Coursey

The Board will vote on leadership positions at the May 19, 2025 meeting.


1:17:27 – Approval of Facility Use Schedule for Schools and Performing Arts Center

The Board discussed proposed changes to the Facilities Use Fee Schedule for 2025-2026 and approved the facility use schedule and fees as submitted. The Board also discussed proposed changes to the Performing Arts Center (PAC) Fee Schedule for 2025-2026 and approved the fees as submitted.


1:18:00 – Approval of Pool Fees

The Board discussed proposed changes to the Bob Joers Aquatics Center Fee Schedule for 2025-2026 and approved the fees as submitted:

● Updated the fee structure as it relates to rentals for the Aquatics Center to align with the structure of our other facility rentals. There are no changes to admissions or membership fees.

● Removed “Diving well +1 Lane”, as we don’t do this type of rental.

● Add fee for Pool Manager, when outside groups are renting the pool, a manager is required to be on duty.


1:18:15 – Approval of Student Fees

The Board discussed proposed changes to student fees and approved the fees as submitted, with the exception of grade 1-4 math workbook fees, which will be discussed at the May 19, 2025, meeting.


1:24:49 – Approval of School Nutrition Services Breakfast/Lunch Fees

The Board discussed the proposed changes to school nutrition fees and approved them as submitted.


1:25:49 – Approval of 66.03 Agreement with Sun Prairie for Physical Therapy

MCPASD and Sun Prairie School District have a 66.03 agreement for physical therapy services for the past several years. The Board discussed the agreement with Sun Prairie for Physical Therapy and approved it as submitted.


1:26:12 – Approval of Dane County New Teacher Project

The Board discussed the Dane County New Teacher Project, which MCPASD has participated in for many years. CESA 2 will now be providing the program/services. The Board approved the change.


1:26:36 – Appoint CESA 2 Delegate

Each school board must statutorily appoint a member as a representative on the CESA 2 board. The appointee will participate in the CESA 2 Delegate Convention on June 17, 2025, at 7 p.m. at the CESA 2 office in Whitewater. The Board approved Jim Coursey to serve as its CESA 2 delegate.
