6:41 — 2026-2027 District Budget Presentation
During the annual budget hearing presentation, Board Treasurer Jim Coursey presented the Total Expenditures by Fund for the 2026-2027 fiscal year, marking a 0.35% increase from 2025-2026:

Coursey reaffirmed the District’s commitment to responsible financial stewardship. He shared that 2026-27 marks the seventh consecutive year that the District will not need to short-term borrow, resulting in significant savings for MCPASD as well as an Aa1 credit rating from Moody’s Investor Services, one of the highest possible ratings for Wisconsin school districts.
Coursey also discussed the revenue limits for the 2026-2027 fiscal year. The revenue limit identifies the maximum amount a district may raise through state aid and property taxes.
The District expects to receive no increase in Equalization Aid from the State for the 2025-2027 budgets. This means the District is forced to rely more heavily on local revenue streams, shifting the financial burden directly onto property taxpayers to cover remaining funding gaps.
Finally, Coursey noted that the District is currently operating under an estimated preliminary budget. The Board will adopt a final budget and certify a tax levy at its Oct. 26, 2026, regular meeting, after taking into consideration the third Friday in September enrollment numbers, the certified District equalized property values, and the Oct. 15 State Equalized Aid certification.

16:40 — Election of Chairperson for the 2026 Annual Meeting
The Board elected Board Vice President Catherine Kells as the chairperson for the 2026 annual meeting.
18:25 — Special Item of Business Put Forward By Petition
Voters approved the resolution put forward by petition to modify the apportionment of the nine-member MCPASD Board of Education to five geographically designated school board seats (one each for Areas I, II, III, IV, and V) and four open at-large seats available to any qualified elector residing anywhere in the District.
These changes will be implemented gradually with each seat’s natural point of re-election, beginning with the Spring 2027 election.
1:04:00 — Resolution to Levy a Tax for Adding to Capital Fund
The Board approved a tax levy for the 2026-27 fiscal year in the amount of $1,000,000 upon all taxable property in the Middleton-Cross Plains Area School District to be deposited into the segregated capital fund created at the 1993 Annual Meeting.
1:10:30 — Adoption of Tax Levy
The Board approved a tax levy of $113,083,923 upon all taxable property in the Middleton-Cross Plains Area School District for the 2026-27 fiscal year. This money will go towards employee salaries and other necessary expenses across schools and the District, as well as financing the debt service and building projects.
1:15:16 — Approval of Transportation for Students at District Expense
The Board approved the continuation of the District’s transportation of students who live 1.1 miles or more from the school in their attendance area. This follows state law (Wis. State. 121.54 (2) (a)), which requires school districts to provide transportation for students who live more than two miles away or in a designated hazardous area.
1:19:15 — Adoption of School Board Salaries for 2026-2027
The Board approved the proposed 2.63% salary increase for all Board members. The amounts were increased on an annual basis consistent with the cost of living adjustment percentage received by MCPASD employees per the 2025 Annual Meeting.

1:21:08 — Reimbursement of Board Members’ Expenses
The Board approved the action of reimbursing Board members for actual and necessary expenses they incur when traveling in the performance of Board of Education duties. This includes attendance at Board-approved full-day or out-of-the-area conferences, conventions, or meetings.
Board members must follow administratively established procedures for claiming and substantiating amounts for which payment or reimbursement is requested.
1:23:18 — Acquisition of Real Estate
The Board approved the resolution allowing the Board of Education to acquire, by purchase or condemnation under Chapter 32 of the Wisconsin Statutes, real estate and structures and facilities relating or attached to such real estate necessary for school district purposes on terms and conditions agreeable to the Board.
1:28:33 — Authorizing Property Lease
The Board approved the resolution allowing the Board of Education to lease school sites and buildings not needed for school purposes to any person for any lawful use at a reasonable rental rate at terms and conditions agreeable to the Board.
1:30:16 — Scheduling of the 2027 Budget Hearing and Annual Meeting
Board members approved the resolution for the Board of Education to have authorization to establish the date, time, and place of the 2027 Budget Hearing and Annual Meeting.
