11:15 — Superintendent’s Report
In her Superintendent’s Report, Dr. Dana Monogue encouraged community members to attend MCPASD’s community engagement meetings about the upcoming operational referendum to learn from District leaders and ask questions. All meetings are open to the public and will begin at 6 p.m.:

Monday, Oct. 19: Pope Farm Elementary School
Wednesday, Oct. 21: Park Elementary School

In addition, Dr. Monogue shared a preview of Middleton High School’s Homecoming Week events, happening from Sept. 21–26, which include the parade and homecoming football game. Visit Middleton High School’s website to see the full schedule of homecoming events.
13:23 — Child Internet Protection Act (CIPA) Compliance with Current Internet Content Filter
Director of Technology Services Brian Miles shared the District’s annual CIPA update as required by the federal E-Rate program. The E-Rate program reimburses the District every year for investments in technology infrastructure, broadband services, and maintenance, and must demonstrate how MCPASD uses technology to protect students online to receive the reimbursements.
MCPASD uses the Securly Internet Content Filter to block developmentally inappropriate content for students. Securly is installed on all District-managed devices and analyzes Internet traffic coming through the District. Securly allows different access depending on a student’s grade level, the type of device, and the staff category. Parents can also see what their students are viewing on devices at school and manage devices outside of school hours.
In addition to the Securly filter, MCPASD utilizes age-appropriate instruction for students in digital citizenship and Internet safety across grade levels.
16:00 — Enrollment Update
Assistant Superintendent of Operations Jerrud Rossing reviewed updated enrollment numbers for the 2026-27 school year, with a majority of MCPASD schools seeing increased student enrollment.
The overall observed changes between the Aug. 24, 2026, Board of Education update and the Sept. 8, 2026, meeting were as follows:
4K/Early Learning Center: Increase of 18 students
Elm Lawn Elementary School: Increase of 8 students
Northside Elementary School: Increase of 7 students
Park Elementary School: No change
Pope Farm Elementary School: Increase of 4 students
Sauk Trail Elementary School: Increase of 12 students
Sunset Ridge Elementary School: Decrease of 2 students
West Middleton Elementary School: Increase of 5 students
Glacier Creek Middle School: Increase of 10 students
Kromrey Middle School: Increase of 5 students
Clark Street Community School: Decrease of 4 students
Middleton High School: Increase of 16 students
Leaders will share the official enrollment numbers from the “third Friday count” at the Board’s next regular meeting. This is a statewide count taken on the third Friday in September (Sept. 18, 2026) and is used for state reporting and funding. The third Friday count provides the clearest picture of how many students are in our schools and helps guide decisions for the year ahead.

25:58 — Resolutions for the Delegate Assembly
Board members shared that they do not have specific resolutions to submit for consideration during the 2027 Delegate Assembly during the upcoming State Education Convention in Milwaukee on Jan. 20, 2027. Every year, school boards have until Sept. 15 to submit their resolutions, which the Wisconsin Association of School Boards (WASB) takes into consideration when creating policy and advocacy efforts regarding a variety of K–12 education-related topics.
28:29 — Approval of Employee Handbook Revisions
The Board approved the proposed revisions to the MCPASD Employee Handbook, which Director of Employee Services Dr. Barb Buffington shared during the Aug. 24, 2026, meeting. Read the 2026-27 Employee Handbook in English and in Spanish.
Handbook committees made the revisions for 2026-27 based on feedback from an all-staff survey in March 2026, as well as meetings with support staff and certified staff and meet-and-confer sessions with the Middleton Education Association.
29:10 — Approval of Parochial School Boundaries
Every year, the Board of Education is required to approve the parochial and private school boundaries for transportation eligibility. After review, the Board approved the updated boundaries for these schools that are within MCPASD attendance areas.
Next Board Meeting
The Board of Education will hold its annual meeting on Tuesday, Sept. 22, 2026, at 7 p.m. at the Middleton High School Performing Arts Center at 2100 Bristol St. in Middleton. The Board’s next regular meeting is scheduled for Monday, Oct. 12, 2026, at 7 p.m. at the District Services Center at 7106 South Ave. in Middleton.
