3:02 – Recognition of Wisconsin Seal of Biliteracy Student Recipients
The Board celebrated 11 Middleton High School (MHS) students who earned the Wisconsin Seal of Biliteracy in 2026. The Seal is an industry-recognized credential that helps students stand out after graduation as a symbol of their advanced fluency in a partner language, as well as their sociocultural competency and English language proficiency.
Director of Multilingual Services Mandi-Sersch Morstad as well as MHS Teachers and Seal of Biliteracy Advisors Katy Dueppen, Jen Gracyalny, and Deanna Lambert, presented the Seal to the following students, who earned the credential in one or more languages:

This year’s group of 11 Seal recipients is the largest group since MCPASD began offering the Seal in the 2022-23 school year, bringing the District’s total to 28 recipients. The languages represented are Arabic, French, German, Hebrew, Hindi, Mandarin Chinese, Polish, Russian, Spanish, and Telugu.
10:00 – Recognition of Middleton High School Envirothon Team
The Board congratulated Middleton High School Envirothon Team Members Madeline Cleveland, Katerina Maeder, Natalie Miller, Abby Spaeth, and Anna Wagner, as well as their advisor Leah Williams, for winning the 2026 Wisconsin Envirothon competition in April.
Envirothon is a hands-on environmental science challenge designed to practice solutions for different sustainability challenges. The MHS team excelled in the categories of Aquatic Ecology, Wildlife, Forestry, and Soils and Land Use. They also shared a presentation about Nonpoint Source Pollution. Team members will represent MCPASD and Wisconsin during the National Conservation Foundation Envirothon in Starkville, Miss., from July 19–25.

12:44 – Recognition of National Board Certification and Wisconsin Master Educator Licensure Recipients
MCPASD educators and school nurses who earned their National Board Teacher Certification, Wisconsin Master Educator Licensure, and National Certified School Nurse designation were celebrated for their outstanding achievements in the fields of education and nursing. National Board Certification is one of the most distinguished professional credentials in the field of K–12 education. Recipients must demonstrate their meaningful impact on student learning as well as deep expertise in their field and ongoing professional reflection throughout a rigorous, multi-year process. Wisconsin Master Educator Licensure, the highest educator license awarded by the Wisconsin Department of Public Instruction, is a lifetime license awarded to educators who already hold a lifetime license and complete a rigorous performance-based assessment. They must demonstrate exceptional expertise in their content area and instructional practice as well as measurable impact on student learning.
In addition, the Nationally Certified School Nurse credential is a national symbol of excellence in the full scope of school nursing practice. Nurses who earned this certification have demonstrated excellence in student health and safety, evidence-based care, and professional leadership. They practice a deep commitment to the well-being of our students and families as well as the highest standards in nursing.

The Board re-elected each of its four officers to their leadership positions for the 2026-27 school year.

22:53 – Superintendent’s Report
In her Superintendent’s Report, Dr. Monogue congratulated the 95 Middleton High School and Clark Street Community School students who received local scholarships during the annual scholarship night event on May 13. She also expressed gratitude for the individuals, businesses, and organizations who sponsored the scholarships for supporting students in their post-graduation plans.

Additionally, Dr. Monogue invited all community members to participate in MCPASD’s Operational Needs Survey, which is open through Monday, May 25, as MCPASD is considering an operational referendum for the November 2026 ballot. The deadline has been extended to give community members more time to share their input on the future of our schools.This referendum would help maintain the District’s excellent educational programming amid ongoing inflationary pressures and inadequate state funding. 23:55 – Appointment of Deputy Clerk and Board Secretary
The Board of Education appointed Assistant Superintendent of Operations Jerrud Rossing as Deputy Clerk and Executive Assistant to the Superintendent Ericka Hanson as Board Secretary for the upcoming year. Each year, the Board appoints a Deputy Clerk and Board Secretary to assist the Board in its operations.
